Articulation of the Harbour Peaks: The proposal recognizes the unique harbourfront geography of the Island in context of the strata and the Horizon and creation of a new pedestrian link and waterfront promenade binding the city’s dynamics with the natural landscape. Harbour Peaks is a strategy by which the Harbourfront environment becomes a natural extension of the sea where the city and the hills connect nature with urbanity, the past with present. Harbour Peaks appears to extend underneath the buildings to meet the sea, echoing the hinterland with a series of raised areas providing unique vantage points. The design approach for Harbour Peaks is conceived to revitalize the Harbour and accommodate the ecological, political, economic and cultural changes. The landscaping will re-inforce the identity of the ‘Fragrant Harbour’, once an area trading fragrant wood products and incense. Reference to the origins will be captured through introduction of materials, flora and fauna unique to Hong Kong enforcing the identity of the Country and the various key moments of the Island all of which contribute to the image and life of the City. Harbour Peaks becomes the final gesture in the evolution of the Skyline, respecting the cultural and historical context of sea, city and enhancing the identity of Hong Kong, anchoring and bridging the spaces along the waterfront. Programme: There are opportunities to introduce a series of programmes which reflect Hong Kong’s unique context by re-organizing the spatial and programmatic logics of the site. Harbour Peaks combines the characteristics of a panoramic view with a street-like urban liveliness. Facilities include Amphitheatre, concert hall, restaurant, shop, café and visitor centre along a seamless space. In contrast to an image of a singular plaza utilized primarily by tourists, the role and visibility of the organizations that front the city are enhanced by a network of smaller differentiated areas, each unique in character and suggested use; together they offer a choice of settings for the community of Hong Kong’s frequent festivals and events.
