The Central-Wan Chai waterfront is an important asset of Hong Kong, it has been reclaimed again and again to provide lands for commercial development over the past decades. In the past few years, the sense of collective memory and environmental protection arises among Hongkongers; the citizens no longer tolerate unnecessary damage to our Victoria harbor. The reason of the latest reclamation for the construction of the Central-Wanchai Bypass is obviously deficient. The reclamation can be significantly avoided or minimized. Unfortunately, under the current political circumstance, the Government insists to proceed as planned. We have no choice but face the current decision; we want to share our point of view on how to minimize the impact through our proposal. Main Concept 1: Victoria Ponds - return the water surface Government’s main reason for the reclamation is for the construction of roads P1 & P2. In the current Outline Zoning Plan, we learn that most of the land uses are categorized ‘Open Space’. We can make these ‘Open Space’ to build huge artificial shallow ponds, say 800mm depth. About 25% of the reclamation lands are expected to be returned into water surface. The ponds will lessen the visual impact resulted from the reclamation. They make the harbor ‘looks’ as if it was not reduced extensively. We’d prefer water then trees in this harbor waterfront extent. The ponds will create two waterfront promenades: the inner promenade is between road P2 and the ponds, the outer promenade is between the ponds and the harbor. This increases the length of promenade that enhances people’s chance to keep in touch with water in the busy district. We further propose to enrich the ponds as tourist attractions. We can build the model of a sailing junk and the warship H.M.S Tamar in the ponds to symbolize Hong Kong and to learn the colonial history. Design Concept 2: Preservation of Edinburgh Place – guard the collective memory The Edinburgh Place is part of the colonial history of Hong Kong. The building group around the Place is part of the memory of Hongkongers. The building group including the City Hall & its carpark, the General Post Office, the original Star Ferry & its clock tower, and the Queen’s Pier. We call for maintaining the City Hall carpark and General Post Office, meanwhile, the original Star Ferry clock tower and the Queen’s Pier to be reconstructed. The Queen’s Pier should be rebuilt by the sea and it can serve as a Pier again. This is the measure to save our memory.
